In April 2000, an International Panel undertook a Review of UK Physics and Astronomy Research, under the sponsorship of the Engineering and Physical Sciences Research Council (EPSRC), the Particle Physics and Astronomy Research Council (PPARC), the Royal Astronomical Society (RAS) and the Institute of Physics.
The Terms of Reference of the Review were: "To report on the standing, balance and potential of physics research in the UK, and provide a comparison with physics research internationally." The Study covered all Science Budget physics research undertaken by, or for, the UK Research Councils in universities, central laboratories and participation in, and use of, international facilities.
The Review arose from the interest of the Office of Science of Technology (OST) in receiving an international assessment of the standing of British physics research and the Research Councils' wish to obtain a better understanding of the strategic position of the subject, as perceived by international experts. The physics study was the second in a series aimed at providing international commentary on core fields of the UK's science and engineering research base. The first study in the series was that of the Royal Academy of Engineering and the Engineering and Physical Sciences Research Council (EPSRC) entitled International Perceptions of UK Engineering Research.
